San Mateo County is going through major changes right now, and while many see uncertainty, there’s also significant opportunity, depending on where you are and how you are positioned.

For a long time, many homeowners felt like things here didn’t change much. The same neighborhoods, the same pace, the same overall feel. That was true for a long time, but over the past year or two, we’ve started to see a real shift.

New housing laws, large redevelopment projects, and more investment across the county are starting to build momentum. The key is that not every area will be affected the same way. Some neighborhoods will see significant growth and demand, while others will stay relatively consistent. Understanding that difference is where the opportunity is.

1. More flexibility is driving growth. For years, building in San Mateo County was heavily restricted. Now, the state is pushing for more housing, especially near transit.

New laws are allowing taller buildings and more density near Caltrain stations and key corridors, even in areas where zoning used to limit that. Cities across the country are updating their housing plans to meet state requirements, opening the door for thousands of new housing units.

What this really means is a shift from slow, controlled growth to more intentional expansion, which is bringing in more investment across the board.

2. Real projects are already happening. This is not just policy or long-term planning. Real projects are happening right now. The Hillsdale area is undergoing a major transformation, with plans to add housing, retail, and office space around the mall. Downtown San Mateo is seeing proposals for taller residential buildings that could gradually change the skyline. Redwood City continues to expand with mixed-use developments that bring in more housing, restaurants, and offices.

Across the county, older office buildings and underused commercial properties are being converted into residential housing. Instead of small, isolated projects, we are seeing entire areas evolve simultaneously.

“Not every neighborhood will change the same way, and that is where the opportunity is.”

3. Location matters more than ever. With all of this happening, real estate is becoming even more local. Homes near transit, especially near Caltrain stations, are getting more attention because of how development is being prioritized. These areas are likely to see more growth, more demand, and more long-term upside.

At the same time, neighborhoods further from those zones may stay more consistent in terms of pace and overall feel. For buyers, this is where strategy matters. Getting into the right location before changes fully take shape can make a difference over time. For sellers, understanding what is happening around your property helps position it to attract the right buyers.

4. Why this shift can be positive. Anytime there is a change, there are mixed reactions. There will be more construction, more density in certain areas, and some changes to neighborhood character.

But from a broader perspective, more housing and more investment tend to support long-term demand, especially in a market like San Mateo County, where inventory has been tight for years.

We are also seeing greater focus on walkability, transit access, and mixed-use living, which aligns with what many buyers are seeking today. The opportunity is there. It just comes down to understanding how to navigate it.

What this means for buyers, sellers, and homeowners. For buyers, this is a market where location strategy matters more than ever. Understanding where growth is happening can help you make a more informed decision.

For sellers, knowing what is changing around your property helps you position your property more effectively and speak directly to what buyers are looking for.

For homeowners, staying aware of nearby development can help you understand how your property may be affected over time.

The biggest takeaway is this. This is not just about what is being built. It is about how you position yourself around it.
